In both cases, the configuration is not saved for future publications. If you want to disable comments on new photos or videos, you will have to do it manually.

Access the profile.
Go to Settings.
Select Notification Settings.

How to deactivate Instagram account temporarily?

To temporarily deactivate an Instagram account, follow a few simple steps:

Login to account
Go to Edit Profile.
Select Deactivate my account temporarily.
Answer the question: Why do you want to disable your account? and enter your password.
Confirm the process by clicking Temporarily disable the account.

Once the account is deactivated, all photos, videos or comments will remain hidden until you activate it again.
